When Removal Is The Right Option

Asbestos removal may be needed where material is damaged, cannot be protected from disturbance or sits directly in the path of refurbishment. It is not automatically the right response to every positive sample. Intact material that can be managed safely may be suitable to remain under an appropriate plan.

The assessment needs more than a description such as “asbestos board”. The product type, location, fixings, condition and work method influence the risk. Provide the survey or sample certificate so the proposed removal can be based on the identified material.

Licensed And Non-Licensed Work

The Control of Asbestos Regulations 2012 distinguish work that requires an HSE licence from work that can be non-licensed. Some non-licensed activities are notifiable and have extra requirements. Lower-risk work still needs competent people, planning and suitable controls.

HSE identifies sprayed coatings, most insulation removal and most work on asbestos insulating board as examples requiring a licensed contractor. Do not decide the category from the size of the job alone. A competent assessment should explain the classification and what it means for your project.

Define What Will Be Removed

A removal specification should refer to the survey locations and describe the material to be taken out. Identify whether fixings, residues and nearby contaminated items are within scope. The clearer the boundary, the easier it is to compare quotations and agree when the work is complete.

Discuss what remains after removal. Taking away a ceiling panel does not necessarily include installing a new ceiling, and removing roof sheets does not necessarily include a replacement roof. Ask who will make the building weatherproof or reinstate finishes before booking linked trades.

The Removal Process

First, review the survey, work area and access. The contractor develops the risk assessment and plan of work, identifies the work category and deals with any required notification. Dates should account for the applicable process rather than an assumed immediate start.

Next, establish the agreed controls and keep occupants outside the work area. The arrangements may involve segregation, controlled access, enclosures and specialist equipment according to the task. The method should be explained to the building contact before the site is handed over.

After removal and cleaning, complete the inspections and testing appropriate to the work. For enclosure-based licensed work, arrange the required clearance process with an appropriately accredited analyst. The documentation should make clear what has been cleared and when reoccupation is permitted.

Occupied Premises And Neighbours

For a Birmingham shop, school or workshop, the practical plan needs to cover occupants as well as the work itself. Explain opening hours, neighbouring units, shared corridors and delivery routes. Agree who controls access and how changes will be communicated during the project.

Tell the contractor about fire routes, security systems and any shared ventilation serving the work area. These details can alter site arrangements. A site-specific plan is more useful than a generic promise that all work can happen without any interruption.

What Affects Removal Cost

Costs depend on the material, quantity, condition and location, plus the controls and disposal arrangements required. Access at height, restricted loading areas and complex building layouts can change the scope. Survey gaps may need investigation before a firm quotation is possible.

Ask whether the quotation includes waste transport, disposal paperwork, independent analytical work where needed and any making good. Check what happens if concealed material is discovered outside the agreed area. A clear scope helps prevent a low initial figure becoming an unsuitable comparison.

The Handover You Should Keep

Keep the agreed scope, completion records and relevant waste documents together. Where clearance applies, retain the analyst’s certificate alongside the project records. The paperwork should identify the premises and locations so that future surveyors can understand what changed.

Update the asbestos register for remaining materials. Do not mark the whole property asbestos-free merely because a workshop roof or one room has been dealt with. If there are inaccessible areas, record their status and pass that information to anyone planning further work.

If the material has already broken, stop the activity and restrict access without disturbing debris. Explain the situation in your enquiry so the assessment can address it. Our testing, disposal and air testing pages explain the services that may support a planned removal project.

Your Questions, Answered

Does All Asbestos Need To Be Removed?

Asbestos does not always need to be removed simply because it is present. The decision depends on its condition, the risk of disturbance and planned work. Material in suitable condition may be managed in place. Damaged material or asbestos affected by refurbishment needs a competent assessment of the next steps.

Do All Removal Jobs Need An HSE Licence?

Asbestos removal does not always require an HSE licence, but the category depends on the material and proposed work. Some jobs are non-licensed, while others are notifiable non-licensed or licensed. Ask for the classification and its basis before booking, rather than relying on the quantity or a photograph alone.
